A deadline on Friday often becomes a plan to finish the first draft on Friday. If the work needs feedback, that leaves no room to use it.
Work backwards from the actual handover. Ask who needs to review the draft and how much notice they require. Choose an earlier point for a version that is complete enough to assess. Mark what can still change so that the reviewer knows where comments will be useful.
Agree on the review window
Confirm availability before relying on it. A colleague's silence does not reserve their Thursday afternoon. If there is no review time available, discuss a narrower scope or a different deadline while you still have options.
During revision, distinguish necessary corrections from improvements that can wait. Keep a short list of unresolved points for the handover. After the project, compare the planned review window with what it actually needed. That gives you a better estimate for similar work, including the time spent obtaining answers rather than only the minutes spent editing the document.
